I couldn't get through to 911 for ten minutes because they had so many emergencies. Once I did, it was another 20 minutes until emergency services arrived because they were so overwhelmed. Apartment complexes (as well have nursing homes, assisted living, etc. ) do not have a plan for dealing with extreme cold. Their insulation, building setups, pipes, staffing, and protocols are lacking or non-existent. Employees at my complex have been unreachable because they have been overwhelmed with calls.
